摘要

对国际上的唯一标识符的运作进行了研究，提出了在中国应用唯一标识符的应用模式与管理机制。文章详述了CIC的职责和运行模式，及其与注册代理之间的关系。描述了唯一标识符的管理运作，以及推广策略。

Abstract：

The paper analyzes the operational mode of DOI system used in the world, proposes an operational mode and administration mechanism of DOI system used in China. It gives a detailed description of the responsibility and operational mode of CIC, the relationship of CIC with registration agency. At the same time, it explains the management of DOI, the operation of DOI system, and the promotion policies of DOI.
