This article combines the practice of the authors library and mainly introduces the importance of original text delivery in the university , analyses the problems existing in traditional working models, discusses the new ideas of consulting service, designs the database for original text delivery based on the Web and exploits the Web page programs using the technology of ASP+SQL.
