Abstract  

In order to improve the implement standards of E-Government, avoid investment with blindness and repetition, and intent to share information and cooperate among the parties involved,the paper gives the E-Government Application Frame with three layers based on the E-Government real situations. It introduces the technical means that should be considered and used during the E-Government constructions. At the same time, it provides the technical guides for the E-Government management staff and those technical implement staff as well.
