To strengthen the operability, transplantation, expansibility, maintenance and data consistency of the E-government document system effectively by metadata management model, this paper discusses the single definition of metadata and its essential function in the E-government document system firstly, and based on the development practice of “Dalian Municipal CPC Committee official system” software engineering, it explores the metadata’s application and realization from data persistence, data exchange, data presentation and other else aspects.
