The trends of development of institutional information environment are discussed. Based on the analysis of information requirement in some major research institutes of Chinese Academy of Sciences (CAS), the authors point out it is important to construct a coherent information environment for the Chinese research institutes. A new framework of the institutional information environment has been brought forth and the software systems that support this new framework has also been given.
From libraries’role and function, this paper explores the impact of electronic journals on technical services of academic libraries. It firstly analyzes some changes on electronic journals promulgating and publishing. Followed the impacts on library holdings developing, information organizing, digital resource preservation of electronic journals are discussed.Finally, the future development direction of electronic journals services is concluded and instruction is given.
This paper presents a conceptbased personalized information retrieval model in digital library which uses many technologies including vector space, Agent and Web log file mining. This model builds the conceptbased user interest profile according to the information provided initiatively by the user, updates the user interest profile according to the user’s interest information explicitly and the user’s implicit feedback which is obtained by observing the user action when the user visits the digital library. This model can use the user interest profile in queuing the search result by correlation degree,recommending the latest information to the user and collaboration-based recommending.At last a method of system realization is proposed.
After summarizing four advantages of developing a ontologybased KMS, this paper states the total analysis, then design the skeleton of this system and the detailed consideration for each module. Authors discuss how to implement each main modules with the help of Jena Tool Kit in detail, and the key points of semantic web technology are also given. At last, the deficiency of the system and sequent tasks are put forward.

Web linkage-matrix based ranking algorithms are the mainstream of current ranking algorithms of web information retrieval systems, which could be divided into three categories: random walks based algorithms、authority/hub based algorithms and hybrid algorithms. After discussing the basic principles, shortages and advantages of the typical algorithms of these three kinds, we show a hybrid algorithm based on linkage-matrix.
Topic Maps is one of the most important methods for heterogeneous knowledge integration, which is applied to file archive in split catalog and conceptual navigation in Web browse. It is important to validate the syntax and semantics of a topic map before its use, so as to ensure the completeness and robustness of the semantic web, which is the foundation for Topic Maps application. According to the problem, Schema and Constraints Language Specification for Topic Maps is presented in the paper, schema constraints and contextual constraints are researched, then the relative TM Validator is built to implement the validation for Topic Maps.
Corresponded to the veracity and continuity of the users’ needs for Webbased insurance information, the old means of information searching, based on the keywords matching, can not cater to them. So this paper tries to analyze the semantic relationships between relative words and the pertinent conceptions of insurance information, based on the theory of frame semantics. We analyze one text from a corpus of insurance claims founded before and describe some necessary frames and their relationships, thus extract the semantic information.

The paper presents the concept and development situation of IE and introduces IE systems of foreign countries as well as that of China, pointing out the problems existing in the construction of IE system and giving some solutions to them. Finally, a few suggestions are made for the construction of Chinese IE system.

A solution is the application of marketbased resource management. The paper analyses the reason for choosing marketbased grid resource management method, studies the economy framework for grid resource management and summaries the mainly market models for grid resource management.
This study uses two kinds of traditional Web Impact Factor(WIF)— the Total Web Impact Factor (WIFt), the External Web Impact Factor (WIFe) and three kinds of enhanced Web Impact Factor—the Outpatient Visits’ Web Impact Factor (WIFo), the Staff Physicians and Medical Scientists’ Web Impact Factor (WIFd), the Licensed Beds’ Web Impact Factor (WIFb) to measure and analyze the network influences of several Chinese and American hospitals whose comprehensive strength ranks on the top. By using the WIFs and the results of statistical analysis, this paper tries to judge whether the Web impact of hospital websites is related with the hospitals’ comprehensive strength. In addition, this article also discusses whether the WIF can be used as an index to evaluates the network influence of the hospitals’ Websites.
