The developmental trend of digital libraries in the foreign countries is explored together with their trait of thought and technical route. Based on the construction at deferent levels, the existing construction model of digital libraries in China were analyzed in detail according to the factors such as metadata, digitized resource, information collection/storage/transmission, Chinese language procession, copyright protection and business management, that are found during the construction of digital libraries. The construction model of digital libraries in China was reviewed with knowledge of sociology, information theory and information technology, so as to clarify their functions, work out their standard and plan for implementation.
